The West Bank was set up as a refugee camp for the Palestinians who tried to take over Jordan with Arafat. Kin Hussein put them in the West Bank ghettos in exile when the West Bank belonged to Jordan. In 1967, when Israel fought a defensive war that they won. They were basically given the West Bank by Jordan. Jordan didn`t want it back. This means that all the JORDANIAN-owned land became ISRAELI STATE-OWNED LAND. Palestinians did not own the land, because they weren`t from these areas to begin with. They were exiled there and put into refugee camps by Jordan.

So even PEACE NOW, a very leftist organization that has rationalized terror in the past, recognizes that state-owned land is legal land owned by Israel default of Jordan ceeding them to Israel. They were never owned by the Palestinian refugees. However, also by default, Palestinian refugees did own land in and around their refugee camps. However, in the West Bank, there is tons of open spaces not previously owned.
