From what I`ve understood from extremely good sources, Israel violated terms of its purchase of those specific weapons. Usage of these cluster bomb rockets was only to have been done with the explicit permission of the United States. Unfortunately, orders got muddled in the chaotic chain of command, and the use of those rockets began without the authorization of the defense ministry (and through them the Americans).
Thus Israel, due to gross incompetence in military procedures, fully deserves to get punished for its stupidity by not being able to buy those said weapons, which have damaged the image of the United States, when in fact an coordination agreement was in place to prevent such an embarrasment! |
