According to the Haaretz article, Israel makes better cluster bombs than the US, but simply needs to spend all but 26.7% of US military aid money in the US. How about rationalizing this number, with Israel having to spend only 72% in the US? This will free up 1.3% of the $2.4 billion in military aid, amounting to some $31 million, for use in Israel. Israel can then buy all the cluster bombs it needs from local production.

If this proposal is rejected, I wouldn`t get too upset either. Just get the cluster bombs in Israel from the 80% of the Defense Budget not provided by the US. And use the old money to buy some defense for the civilian population which has now become the favorite target in wars.
