Basically the idea is to agree ahead of time to a process which consists of
1) Negotiations to reach a "shelf agreement" (as is proposed by the Livni-Rice approach) which will define what peace is but which does not commit any of the sides to any actual steps on the ground.
2) Negotiations to reach agreement on the way to implement such a peace through a series of intermeshed steps. The agreement will take account of the fact that initially the Palestinians are very limited in their range of actions as they do not at present have a functional governement and police force. It will therefore reuqire very limited steps for each of the sides in turn. As the process proceeds the Palestinians will be able to carry out more wide ranging measures so that when the process ends it results in a stable Palestinian state which is also susceptibel to Israeli deterrance.
Finally the implementation agreement will take effect. |
