Winograd should ask how the daily bombing of Beruit apartment blocks related to the war against Hizbollah, far to the south. The Hizbollah positions were well supplied and well entrenched, yet Israel also targetted banks, roads, bridges, and gas stations all over Lebanon. Apparently Israel thought that Hizbollah had to send runners on daily supply runs to keep the war going.
