The budget of Israeli academic institutions is not small. Money is coming from national sources, from big private donation and from grant to researchers. The use of these moneys is internally `controlled`, not subject to public scrutiny. For instance, people use money from the national resources, private donations or grants for supporting research of their private companies. Senior PIs abuse grants of junior PIs. Similar, or worse, irregularities are seen in processes of selection for positions, tenures, and even undergraduate admissions, grades and merits.
