Grant may require many external referees to get them, but the control of the use money afterwards is internal at the universities. This, of course, is the manipulative part. Expensive academic Sabbaticals are not one year exotic tours to strange unknown lands paid by the country: they are intended to specialization, or collaboration, and require minimal proofs of such a serious activity.
All these are subject to self control, one professor control others... Such a control did not work even at the police: and Ministry of Internal Security had to create an independent entity `Mahash` for control. Do you see the point? |
