If one looks at accounts of Judaism during the Roman occupation one sees a very wide variation on how the religion was practiced (Essenes, Pharisees, Saduccees, etc). This insistence that one size fits all would seem to be a custom that grew up while Judaism was in exile and not a feature of historic Judaism.
