If they didn`t turn off the power there would be no shortage. If they rationed the available power, there wouldn`t be a shortage. If they didn`t misuse the power, there wouldn`t be a shortage e.g. how much energy is used to make a rocket? If they didn`t spend there humanitarian monies on weapons but on energy infrastructure, they wouldn`t have a shortage.
If they united for peace not war, they wouldn`t have a shortage.
In conclusion - what shortage?
