Killing a bunch of Palestinians in Gaza with artillery fire before they ever get near the border is a win for Hamas too.
A double win, actually. Now that the press has announced the IDF`s intention to use artillery against civilians, Hamas will easily spin this as an intentional war crime. There can be no claim that the IDF was not intentionally targeting civilians, because the press has already reported the IDF`s intentions to target civilians.
On top of that, Hamas will use it to show that they do not have freedom inside their own land, and that Israel still acts as an occupier controlling the right to assemble inside of Gaza.
This is a Win-Win-Win situation for Hamas if Israel impliments this plan.
