Protected persons are protected persons, Absolute Sweden. Period.
As in: A military target is a military target is a military target, and the presence of protected persons in an/or near that military target does not prohibit a belligerent from targetting it.
But equally: A protected person is a protected person is a protected person, and the presence of a military target in and/or near those protected persons does not give a belligerent carte blanche to disregard the presence of those civilians.

They are the Ying and the Yang of "military necessity", and are called the: * Principle of Proportion. * Principle of Distinction.
So *if* rockets are being fired from open areas then the IDF can carpet bomb. But *if* they are are being fired from amongst the civvies the IDF can`t carpet bomb.
