You didn`t say "The Hamas political wing". You said "the Palestinians".
Harel is attempting to justify collective punishment i.e. the idea that if Israel inflicts enough pain on the Pals who ***aren`t*** firing those rockets then the Pals who ***are*** firing the rockets will be forced to stop.
