That Hamas fires its rockets from amongst a civilian population does not absolve Israel from the obligation to avoid hurting civilians, Melech.
A Hamas rocket is a legitimate military target, and it`s position within a civilian population does not mean that it ceases to be a legitimate military target, and Hamas can not pretend otherwise.
But its presence there does not mean that the civilians lose their status as "protected persons", and it is equally true that Israel can not pretend otherwise.
AN EXAMPLE A rocket is fired from a civilian area, and Israel can respond with weaponry that TARGETS THAT LAUNCHER i.e. a precision missile from an Apache helicoper against the launcher itself.
But it can not respond by carpet bombing that civilian area.
The latter may be more effective in stopping the rocket launches, but it is illegal because it is both indiscriminate and disporportional.
