The PLO has only observer status at the UN, in great part because the international body recognizes it as the legitimate representative of the Palestinian people. The Hamas analogy was made, I believe, to point out that Israel considers Hamas to be an illegal usurper, and that its hold on a territory of the PA should not be recognized internationally.
