Iraq, at war with Iran, had the desire to manufacture nuclear weapons but not the money to do it.
Saudi financed the effort in return for the promise of 50% of the production. It also seems to have financed the Pakistani effort at the same time.

Iraq never produced any nuclear warheads, but Pakistan did.
