The state needs to evacuate these settlements if it is to reach a peace agreement with the Pals.

The PALS aren`t going to resist those evacuations; it`s the SETTLERS who are likely to resist, and those SETTLERS are armed to the teeth.

So, the state is doing what it can to minimise the risk to the army; they are disarming the settlers NOW, when those settlers have no legitimate reason to resist that disarming, rather than waiting LATER, when the settlers might refuse to be so disarmed.

Makes perfect sense to me, Sy, especially if the state fears that these settlers pose a risk to the very foundations of their own ruling regime.

Which some of them surely do; the fate of Rabin must weigh upon the minds of Olmert and Barak, and some of these settlers will surely wish to bring the whole zionist ediface down rather than give up their "G-d-given mission" to claim the West Bank for their Eretz Israel.
