| The Agreement regarding the crossings, was negotiated by Israel and the PA, and signed by them. The Agreements designates the EU as supervisor of the fulfilment of the PA`s obligations under the Agreement. The Rafah Crossing cannot be opened without the presence of Abbas`s Presidential Guard and of the EU monitors. Hamas is not a party to the agreement, and by the terms of the Agreement, only the Presidential Guard can represent the Palestinians at the crossings. |
