I see lots of paragraphs within 1701 that says that UNIFIL is there to assist the Lebanese govt to disarm militants.
Which means, of course, that UNIFIL has no mandate for acting unilaterally.
The only unilateral action is listed in Para 12: "to ensure that its area of operations is not utilized for hostile activities of any kind"
That paragraph exists to ensure that UNIFIL can engage "hostiles" without needing to be shot at first, and militants walking around with arms does not fit that definition, nor does the discovery of a hidden arms cache.
If UNIFIL sees either it can do nothing except inform the Lebanese authorities and then ask what they want UNIFIL to do about it.
I would imagine that the response would be "well, for goodnes sakes, leave them/it alone". |
