Israel was envisioned well before WWII. It was envisioned by the Balfour Declaration and the League of Nations. Britain was given the Mandate over Palestine after WW1 with the express condition that a Jewish state be founded in Palestine as the original homeland of the Jews. Indeed, even after the Roman expulsion of the Jews, there was always a Jewish presence in Palestine. The mandate area of Palestine approximated, almost exactly, the borders of Biblical Israel, Judea & Samaria (the latter two only in recent deades being referred to as `the West Bank`). In 1922, Churchil gave 77% of Palestine to the Hashemites and established the state of Jordan. Just Prior to 1947, the British Peel Commission under Lord Peel produced a recommendation that would split the remaining 23% of Palestine according to Jewish & Arab demographics. The Jews accepted, the Arabs did not. They rather sent 5 armies to destroy the tiny Jewish state, many local arabs participated, they lost.
