Reform Jews are Jewish, they`re just not acting the way a frum Jew would expect Jews to act. And, yeah, the idea is to encourage people to choose. Some are more traditionally religious later on and some are not. As for shul funding and Temple funding - shul and state ought to be separate, that`s the way we do it in America and we don`t have a problem over here.
