| I should have gone a bit further than just saying that the Iranians would accept on-site monitoring under the Pickering Plan : it goes as far as to talk about "joint management and operation on Iranian soil by a consortium including Iran and other governments." The article goes on to suggest that "the Iranian government would allow two or more additional governments (for example, France and Germany) to participate in the management and operation of those activities within Iran." |
