Israel controls all exits for civilians from Gaza and entries into Gaza, whether they be into Egypt (Rafah crossing) or Israel (Erez crossing). They also control the sea border for 3 sea miles, thus preventing fishing (this goes against the international standard of 12 miles--but let`s not even get into the problems of effulence, pollution, etc.). So the article is indeed correct, Gazans are being denied the opportunity to study in the US under the most prestigious US scholarship program. No "publicity stunt", just the simple facts.
