Apparently, the US still sees Gaza as occupied and subject to Israeli government requirements. Hence the need for Israeli exit visas. It looks like the Israeli government thinks so, too, because they are retaining the right to refuse the exit visas.
Israel does arrest people routinely from Gaza, apparently enforcing Israeli law there.
Israel still claims jurisdiction over Rafah`s crossing with Egypt.
