The reason why Germany is paying to an organization and not to individuals is the simple fear of Germany that individuals from the whole of Europe and even parts of Northern Africa would sue Germany. As a matter of fact, Germany never paid for the massacres commited, not for the German massacres against the Hereros and not for the many razed villages and murder of their inhabitants during WWII. But there is hope. An Italian court has just decided that claims from individuals against the German State are possible. If the European Court of Justice will confirm this, millions of individuals from all over Europe could finally get a small compensation from a country which not only refused to trial the hundreds of thousands reesponsible for the German war crimes but rewarded them even through fat pensions.
