They see a kind of *rape* even if you come too close. Social codes impose you never come to any person nearer than around half meter. All closer is too personal and can be understood wrongly. In Israel as well in Mediterranean people come close to each other after it is huge density of population, loud, people think you avoid them if you are too far etc. Culture is problem to learn out of some country.
