Indeed it is, but UNIFIL is not mandated under Res 1701 to be proactive in disarmaming Hezbollah.
That task belongs to the Lebanese govt, and 1701 says (more than once) that the job of UNIFIL is to *ASSIST* the Lebanese Army/Govt to achieve that outcome.
UNIFIL can`t go searching thro homes and using force in the hunt for weapons because **LIVNI** insists that they do so.
UNIFIL can only do that if *SINIORA* insists that they do so, and the chances of that happening are exactly zero.
"Israel has been talking with the UN about clarifying UNIFIL`s rules of engagement, since it believes UNIFIL views its mandate too narrowly."
The answer to that will be brief: 1) Israel`s beliefs are wrong, and 2) UNIFIL`s view is correct. |
