Indeed true, jj.
And Res 1701 is quite specific: UNIFIL is to assist the Lebanese army in ensuring that no arms and no armed forces are in Lebanon that are not authorized by the Lebanese govt.
It says so in Paras 11-14.
So UNIFIL can not carry out a search-and-destroy for weapons unless it is asked to do so by Siniora, because *ASSISTING* him is the "work agreed upon by the int`l community".
Siniora simply refuses to ask, and UNIFIL would be acting waaaay outside its mandate if it went ahead anyway because Livni (!!) told them to.
The only time UNIFIL can act on its own is under Paragraph 12, where it can immediately resist "hostile activities", or when force is being used to hinder or threaten it, UN staff, or civilians.
But hiding of weapons is not "force", and so UNIFIL can`t use Para 12 to justify entering anyone`s home without Siniora`s prior A-OK. |
