The laws are *supposed* to be different in the WB because it is under Israeli occupation i.e. authority rests with the Occupying Power (the IDF) not the State of Israel.
That`s why Barak issues the orders, and why it is the IDF Commander who signs the papers ordering arrests, house demolitions, etc.
But in the WB there are actually 3 laws: 1) Pre-1967 Jordanian Law 2) Regulations issued by the IDF 3) The Emergency Regulations, 1967
The first two are applied to Pals, and the IDF picks whichever will give the desired result.
The third applies only to settlers, and means they get tried in Israeli civil courts (but they have to be arrested first, and few are).
