If the rumored text of the Lebanese joint governing manifesto is approved by the Lebanese parliament when it is submitted next week, this will effectively make the Hezb. military branch a state-supported institution.

The way 1701 is worded, it would OFFICIALLY no longer be a violation of 1701 for Hezb. to continue to be armed.

It would also no longer be a violation for Hezb. to be active in Southern Lebanon.

Nor would it be a violation of 1701 for Iran/Syria to provide arms for Hezbollah.

Israel will no longer have any excuse to overfly Lebanon to monitor Hezb. Because as long as Hezb. is acting under the lawful and official authority of the Leb. gov`t, there will be no violations of 1701 for Israel to monitor.

Hezb. knows this. That is why they are taking a threatening posture. Because they know Israel is about to lose ANY shred of excuse to overfly Lebanon, and the UN will stand behind Lebanon on this matter. Hezb. is posturing in an attempt to get credit.
