Being a democratic leader doesn`t stop at being elected in a democratic election.
It requires upholding democratic institutions, guaranteeing personal freedom, allowing a free press, refraining from summary justice, enabling an opposition as well as a fair distribution of public goods. All of this while enabling, of course, a safe and secure life for the population and the future well being of the state.
When measured against the meaning of "a democratic leader" as opposed to a "democratically elected president", Chavez record is abysmal and bordering on dictatorship. And that`s a FACT
