Capitals are not recognized, but determined by each state. This is a national affair, not an international issue. Every dictionary states that Jerusalem is the capital of Israel.
Quite another issue is raised by the fact that presently Jerusalem is partly made up of annexed territory, which annexation is internationally unrecognized. Therefore all states have moved their embassies away from Jerusalem so as not to appear as recognizing the present city limits of Jerusalem.
Non-recognition relates to the annexation, not to the capital status. |
