Israel`s settlement construction is an attempt to change "the facts on the ground" in Israel`s favour.
While she is allowed to continue with that construction then there is a massive incentive for Israel *NOT* to conclude any final agreement, because the longer she delays, delays, delays, then the more the "facts" continue to tilt in her favour.
That simply can not be disputed, and so the only way to make Israel finally get serious about this is to remove that incentive i.e. once Israel is told she can not continue to expand these settlements IN THE ABSENCE OF A TREATY then her imperatives completely change.
They change from: 1) Avoiding a deal with Abbas so that she can continue construction to 2) Closing that deal with Abbas so that Israel can restart construction.
