Shelley, No Rabbi sanctions the use of Birth control unanimously. Although family planning is not accepted in Chabad, there is an understanding that there is a time and need for it. Couples should discuss birth control matters with their Rabbis who are very understanding and knowledgeable in these matters. But there is certainly no unanimous sanction by any Orthodox Rabbi on Birth Control.
