I see that you cannot comprehend what is said in this article. when the army said that there were mistakes, they are talking about the times where no terrorists were involved and there was a mistaken identity, or coordinates. the rest would be pertaining to people that are collateral damage. so when they killed a terrorist, or targeted a terrorist, an a civilian was killed, they would fall under that situation
