The reality is that Muslims cannot accept a Jewish state in their midst and Jews are home and are not going to be forced out again--this is the crux of the problem and it won`t be solved by settlement freezes, roadmaps, negotations, meetings, etc. Anyone who proposes any of those things clearly doesn`t understand the conflict.
Until Muslims unequivocally and unconditionally accept Israel as a Jewish state then there will be no peace, with or without settlements, the settlements are just a ruse because it`s easier to reason with Israelis than Muslims.
If Muslims (and that would the entire Muslim world, all 57 or so nations) accepted Israel as a Jewish state, the settlement issue would resolve itself instantaneously.
The reason Bibi is stalling is because he knows it won`t happen and figures it`s in Israel`s interest to build out the land and protect Israel`s major cities as much as possible from the next attack.
Settlers are pretty fierce, anyone who`d attack them is a masochist.
