Kiev-J'lem deal to give pensions to Ukrainian immigrants

The Israeli and Ukranian governments signed a draft agreement last week that would extend pension rights to Ukranian immigrants who were receiving retirement benefits at the time of their immigration to Israel, and who immigrated to Israel after August 24, 1991 - the date Ukraine declared its independence.

The agreement was signed by representatives of the Ukraine government during a visit to Israel last week and of the National Insurance Institute. It must be approved by Ukraine's parliament and will likely go into effect next year. Between 20,000 and 30,000 people will benefit from the deal.

The amount of the monthly pension to be awarded to those who are eligible will only be a few hundred shekels a months.

Nevertheless, the poor economic situation of most elderly olim has brought great pressure to bear on the government, on the part of MKs from the former Soviet Union, to reach pension agreements with members of the CIS.

"We hope it is just the beginning, and that similar agreements will be signed with other states," the head of the immigrants' desk at the Pensioners Party, Alex Tenzer, said.

Russia is the only member of the former Soviet Union with a pension agreement with Israel.

Almost 33,000 olim who came to Israel after 1992 receive an average of 3,226 rubles a month, equivalent to about NIS 470.
